I have also a Perkins Engine in my LT.
Did you check the original fan driven by the perkins? My one missed 2 of the rotor blades. You should also check the function of the thermostat.
Nevertheless I found the temperature to high under some conditions. So I changed the fan and in addition I made some changes to maximize the air throughput to the cooler:
1) extend the opening in front of the car (directly over the front fender)
2) mount windshields left and right between car front and cooler to lead the air directly to the cooler (material should be metal)

All together it helps a lot. This year I was in southern spain. My route was directly through the alps (Chamonix,Albertville) and we had no temperature problems any more.

The disadvantage may be, that the temperature sometimes seems to be too low but this is of course much better than too high.
What you will never get with the original Perins fan is a relatively constant temperature, because the fan is directly driven by the engine. The 6-cylinder engines from VW have a visco clutch which regulates the rotation of the fan independently from the engine.
With the Perkins engine when driving on high mountains you should choose a lower gang for the gear box to increase the rotation. Otherwise the power of the fan may not be sufficient.

The van is an excellent mode of travel and superb camper (I owned a Type 2 VW aircooled previousy, but required more room for longer trips to Europe. Question the engine is subject to overheating on long hauls esp. pulling uphill, previous owners have fitted an extra electric fan (Kenlowe)so the problem has existed for time I imagine. So I am open to any remedies or solutions if any other LT 'ers have experienced similar Perkins overheating problems.
